Thomas Foster previously served as the Assistant Center Leader at the NCWorks Career Center-Union in Monroe, holding the position for nearly eight years. In this role, he oversaw the operations of many of the Center’s services including Re-employment Services and Eligibility Assessment (RESEA) and Trade Adjustment Assistance (TAA) with the NC Department of Commerce – Division of Workforce Solutions.

Prior to his promotion to Assistant Center Leader, Foster worked for about six years as a Local Veterans Employment Representative (LVER) assisting veterans with finding employment, as well as connected with businesses to promote veteran hiring.

Foster has over twenty-two years of service in the U.S. Air Force and a Master’s in Education/Training and Development.

“As I look to the future, my vision going forward is to possess the ability to connect the next generation of talent to the 21st Century workforce,” said Foster who officially began his new role at the end of June.

Joseph Dismuke has approximately ten years of service with the NC Department of Commerce – Division of Workforce Solutions (DWS) and has served as a Disabled Veterans Outreach Program (DVOP) representative for Union, Anson, and Stanly counties. In that role, Dismuke worked with veterans who have significant barriers to employment, connected them to training and employment resources. “I’m excited to be a part of an already great team and community,” said Dismuke, “I’m also looking forward to making a great impact in Rowan County.”

Dismuke added that he hopes to increase traffic in the NCWorks Career Center by providing the community with the best customer service possible.

Prior to joining DWS, Dismuke retired from the U.S. Navy with over 24 years of service. He also holds a master’s degrees in Cyber Security and in Healthcare Informatics. He began his new role on July 9. “We are very excited to have Thomas and Joseph take on Center Leader roles in the Centralina WDB region.
